Dalawang breeder bulls, ipinagkaloob ng DA-PCC sa Apayao Livestock Agriculture Cooperative Ang hakbang na ito ay bahagi ng Bull Entrustment program ng DA-PCC na layuning paigtingin at paghusayin ang implementasyon ng Carabao Development Program (CDP) sa lalawigan ng Apayao at iba pang sakop ng DA-PCC sa CSU. Ang bull entrustment ay katuwang ng artificial insemination (AI) di lamang sa layunin nitong magkaanak ang mga ipinahiram na dairy crossbred na kalabaw sa ilalim ng Carabao-based Business Improvement Network (CBIN). May mahalagang papel din ang pagkakaloob ng mga breeder buffalos na ito sa pagpapalakas ng livestock sector sa lalawigan. Ang pangunahing tungkulin nito ay ang pagpapalaganap sa carabao upgrading program sa pamamagitan ng natural na pagpapalahi ng mga kalabaw sa mga liblib na lugar na hindi abot ng AI. Binigyang-diin ni Dr. Rovina R. Piñera, OICCenter Director ng DA-PCC sa CSU na mahalagang mapadali ang pagbubuntis ng mga ipinahiram na dairy buffaloes. “Mahalaga na maagang mabuntis ang mga kalabaw upang agad na makakamtan ng mga magsasaka ang kita mula sa pag-aalaga nito," aniya. Ang mga breeder bulls na ito kasama ng patuloy na inisyatiba sa AI, ay may mahalagang papel sa ikabubuti ng kalidad ng genetics at produksyon ng mga native na kalabaw sa lalawigan. Sa pamamagitan ng paggamit ng Bulgarian Murrah breeder bulls para sa natural na pagpapalahi sa mga liblib na lugar, layunin ng programa na makamtan ang isang pinagandang lahi at mas mataas na produksyon para sa mga susunod na henerasyon ng mga native na kalabaw sa Apayao.
