Karagdagang milk processing facility para sa mga Negrense Ang nasabing pasilidad ay may floor area na 100 metro kuwadrado na matatagpuan sa reservation lot ng Philippine Carabao Center sa La Carlota Stock Farm, Barangay La Granja La Carlota City, Negros Occidenta. Ang pagpapanumbalik ng pasilidad sa pagpoproseso ng gatas at ang permanenteng paggamit ng gusali sa bahay ng pasilidad ay makikinabang sa mga carabao raiser, asosasyon, at kooperatiba sa lalawigan. Layunin ng deed of donation na panatilihin ang mandato ng batas na magbigay ng mga pangunahing serbisyo at pasilidad sa mga magsasaka, at alinsunod sa Agricultural Competitiveness Improvement at Food Security program na agenda ng ABANSE Negrense. Ang paglagda ay ginanap sa Governor's Office noong Marso 13, 2023 Provincial Capitol, sa presensya ng Philippine Carabao Center OIC-Executive Director Dr. Caro B. Salces via Zoom, Provincial Veterinary Office OIC, Dr. Placeda Lemana, at PVO staff. Nilagdaan din ni Provincial Administrator Atty. Rayfrando Diaz ang nasabing Deed of Donation.
