DBM secretary visits DA-PCC

 

Secretary Amenah F. Pangandaman, along with Undersecretaries Goddes Hope O. Libiran and Wiford Will L. Wong, and Regional Director Rosalie C. Abesamis from the Department of Budget Management (DBM), paid a visit to the DA-Philippine Carabao Center (DA-PCC). They were warmly welcomed by the top management team of DA-PCC, led by OIC-Executive Director Dr. Caro B. Salces, along with the division chiefs of the Knowledge Management, Dr. Eric P. Palacpac; Admin. And Finance Management, Aimee T. Fulgencio; Planning and Information Management, Zadieshar Sanchez; and Research and Development, Dr. Marvin A. Villanueva; and Human Resource Management Section Head Cecilia C. Abo.

During their visit, Dr. Salces provided an overview of DA-PCC's programs and mandates, focusing on the conservation and propagation of the carabao industry, notably through the nationwide implementation of the artificial insemination program.

The DBM team also received informational materials about DA-PCC's initiatives, including ALAB Karbawan projects: Carabao-based Business Improvement Network and Coconut-Carabao Development Project, 30-year PCC milestones, and success stories of carapreneurs across the country.

Secretary Pangandaman expressed her support for research-related projects and urged the agency to establish a museum for educational purposes, especially for young learners. She also suggested obtaining HALAL certification for the agency's dairy products to boost tourism promotion.

Regarding DA-PCC's budget, Secretary Pangandaman advised the top management to increase budget utilization during the first quarter of the year to improve the chances of securing a higher budget approval for the following year.

During the meeting, various concerns were raised, including the issuance of NOSCA for plantilla positions, aimed at enhancing the agency's efficiency in delivering its programs and services with a more robust corporate structure.
