Cecilia Irang DA-PCC NHGP-Opisyal na tinanggap ni Dr. Caro Salces ang mga tungkulin at responsibilidad bilang Officer-in-Charge (OIC)- Executive Director ng DA-PCC sa ginanap na turnover ceremony sa PCC national headquarters sa Science City ng Muñoz, Nueva Ecija noong Enero 23, 2023. Dr. Salces, ipinakilala bilang bagong OIC Exec. Director ng DA-PCC Ito ay alinsunod sa Special Order No. 44 Series of 2023 ng Department of Agriculture na nagtalaga kay Dr. Salces bilang OIC-Executive Director ng PCC, at Special Order No. 56 Series of 2023 na nagtalaga kay Da-PCC Executive Director Dr. Liza Battad bilang Technical Adviser sa Executive Director ng PCAF na inisyu ni Senior Undersecretary Domingo Panganiban. Si Dr. Salces ay kasama na ng sa DA-PCC mula nang likhain ito noong 1992. Siya rin ay kabilang sa mga tagapanguna sa pagpapatupad ng national carabao development program at nagsilbing isang mananaliksik sa ilalim ng Philippine Carabao Research and Development Center (PCRDC). Bago ang kanyang paghirang, si Dr. Salces ay nagsilbi bilang Deputy Executive Director for Administration and Finance. Nagsilbi rin siya bilang center director ng DA-PCC sa USF mula 1994 hanggang 2018. Bilang isang mananaliksik, siya ay nagsagawa ng higit sa 20 na pag-aaral sa larangan ng animal nutrition at agrikultura. Siya rin ay nakatanggap ng “Gawad Saka Award” mula sa Department of Agriculture para sa applied research noong 2000-2001. Siya rin ang kasalukuyang pangulo ng Philippine Society of Animal Science. Natapos ni Dr. Salces ang kanyang Bachelor of Science Degree sa Agriculture Education sa Bohol Agricultural College noong 1983 na may Latin Honors. Makalipas ang pitong taon, nakamit niya ang kanyang Master's Degree sa Animal Science sa Unibersidad ng Pilipinas- Los Baños. Noong 2000, nakamit niya ang kanyang Doctor of Philosophy sa parehong larangan sa UPLB.
