Cecilia Irang DA-PCCNHGP — Binigyang-diin sa ginanap na “virtual” 6th National Carabao Conference (NCC) noong Nobyembre 17 ang mga pagsisikap at interbensyon ng DA-PCC para tuluy-tuloy na magampanan ang mandato nito at mapaglingkuran ang mga kliyente nito sa gitna ng pandaigdigang krisis pangkalusugan. Positibong pananaw sa negosyong pagkakalabaw sa ‘New Normal’ Ayon kay Dr. Eric Palacpac, hepe ng Knowledge Management Division ng DA-PCC at overall chair ng 6th NCC, ang komperensya ay kinapalooban ng tatlong sesyon upang matanto ang tema nitong “Pag-asa Karbawan: Lahat Aahon, Susulong, Aasenso”. “Tunay na mahalaga na sa gitna ng kalamidad at krisis pangkalusugan na ating pinagdadaanan sa ngayon ay hindi tayo sumusuko bagkus ay lalo pang nagpupunyagi upang sama-samang umahon, sumulong, at umasenso lalo na ang ating mga carapreneurs,” ani Dr. Palacpac. Tinalakay sa unang bahagi, na pinamagatang “Pag-asa Karbawan, May Pag-Ahon”, kung paano hinaharap ng DA-PCC at mga kliyente nito ang mga pagsubok na bunsod ng pandemya. Itinampok dito ang mga audio-visual presentations tungkol sa mga aktibidad na pinondohan ng gobyerno gaya ng Ahon Lahat, Pagkaing Sapat Kontra COVID-19 (ALPAS-COVID-19) interventions at Accelerating Livelihood and Assets Buildup (ALAB) Karbawan projects (Carabao-Based Business Improvement Network at Coconut-Carabao Development Project). Nagkaroon din ng isang convergence meeting ukol sa “clustering of dairy farms” na pinangunahan ni DA-PCC’s Deputy Executive Director Dr. Caro Salces. Samantala, nagbigay naman ng ulat si Dr. Claro Mingala, OIC-Executive Director ng DA-PCC, tungkol sa carabao development program (CDP) at ang mga inisyatiba at pagsisikap ng ahensya para mapaunlad ang industriya ng pagkakalabaw sa “New Normal”. Sa “Pag-asa Karbawan, May Pagsulong” na bahagi, kinapalooban ito ng paglulunsad ng DA-PCC knowledge portal, digitized knowledge products, at manuals para sa Artificial Insemination at Farmer Livestock School on Dairy Buffalo Production. Kabilang din dito ang mga talakayan na ibinahagi ng iba’t ibang mga tagapagsalita tungkol sa School-based Milk Feeding Program ni Dr. Ma. Corazon Dumlao, chief health program officer ng Bureau of Learner Support Services-School Health Division-Department of Education; Loan Program for Carapreneurs ni Emmaly Guinto, hepe ng Agricultural Credit Policy Council’s (ACPC) Communication and Public Affairs Division at Justine Cubos, ACPC’s information officer; at DA-PCC’s technology highlights ni Dr. Eufrocina Atabay, Scientist I at OIC-Research and Development Division. Sa kabilang banda, para sa huling bahagi na pinangalanang “Pag-asa Karbawan, May Pag-Asenso”, ilang mga video presentations ang itinanghal tampok ang mga carapreneurs na napagtagumpayan ang mga hamon sa buhay at mga nagwagi sa 2019 outstanding dairy farmers, dairy buffaloes, cooperative, at region 3 technicians. Ibinahagi ni Dr. Peregrino Duran, Scientist I at Search for Outstanding Farmers, Co-op, and Dairy Buffaloes committee chair, ang mga patnubay at pamantayan para sa bawa’t parangal. Ang mga nagwaging “Outstanding Dairy Buffalo Farmers” sa iba’t ibang kategorya ay sina Juanito Dumale ng Science City of Muñoz, Nueva Ecija (smallhold category), Corazon Badie ng Cadiz City, Negros Occidental (family module category), Bonifacio Alagar ng Rosario, Batangas (semi-commercial category), Roger Mactal ng Botolan, Zambales (commercial category), at Dominic Paclibar ng M’lang, North Cotabato (independent category). Samantala, nanalo naman si Grace Boyles ng Mabini, Bohol bilang “Modelong Juana sa Kalabawan” habang si Moises Alfonso ng San Jose City, Nueva Ecija ay nagwagi bilang “Modelong Kabataan sa Kalabawan”. Para sa pangalawang beses at magkasunod na taon, hinirang bilang “Best Dairy Buffalo Farmer Cooperative” ang Catalanacan Multi-Purpose Cooperative. Naiuwi nina Arnold Cunanan at Victoriano Dumale ng San Jose City at Science City of Muñoz, Nueva Ecija ang “Gintong Kalabaw Cup” para sa kanilang mga alaga na ginawaran bilang “Best Senior at Best Junior Dairy Buffalo Cows”. Isang special award naman para sa “KaTropang Vlogger” ang ibinigay kay Richard Reyes ng Bacolor, Pampanga. Pinarangalan din ang outstanding technicians at bull loan recipient sa Region 3. Kabilang sa mga kinilala ay sina Luisito Espiritu at Eduardo Dela Cruz, Jr. ng San Miguel, Bulacan bilang “Outstanding Village-Based Artificial Insemination (AI) Technicians” pagdating sa AI services at calf drop; si Lito Lopez ng Cabanatuan City, Nueva Ecija bilang “Outstanding Local Government Unit AI Technician”; si Arturo Pascua ng San Jose City, Nueva Ecija bilang “Outstanding Newly Trained AI Technician”; at Renato Villeza ng Talavera, Nueva Ecija bilang “Outstanding Bull Loan Recipient”. Nakibahagi rin sa komperensiya at nagbigay ng kani-kanilang mensahe online sina DA-Undersecretary for Livestock Dr. William Medrano at Senate Committee Chair on Agriculture, Food, and Agrarian Reform Senator Cynthia Villar. Ang Cara-Aralan sa Niyugan ay isang blended learning modality na idinisensyo para ihanda ang mga magniniyog sa pagsuong nila sa kabuhayang salig sa kalabaw. Ito ay kapapalooban ng instructional video materials, hands-on activities, at take home exercises bilang learning instruments. Layunin ng taunang komperensiya, na nagmula sa inisyatiba ni dating DA-PCC Executive Director Dr. Arnel Del Barrio, na pagsama-samahin ang mga kalahok, katiwala, at lahat ng mga may pakinabang sa industriyang salig sa kalabaw.
