DA-PCC sa kanyang ika-27 taon Mar 2020 CaraBalitaan ika-27 taon,Masaganang Ani at Mataas na Kita By Charlene Joanino Sa kanyang ika-27 taon bilang ahensiya sa ilalim ng Department of Agriculture (DA), nakatuon ang mga programa ng DA-Philippine Carabao Center (PCC) sa layunin ng DA na “Masaganang Ani at Mataas na Kita”. Notice: Undefined variable: imgDesc in C:\laragon\www\post.php on line 114 Ayon kay Dr. Arnel Del Barrio, DA-PCC executive director, ang tema ng ika-27 anibersaryo ng DA-PCC na ginunita noong Marso na “Value Innovations: New Thinking in Carapreneurship” ay nakaugnay sa strategic plan ng ahensya para sa taong 2020 hanggang 2025 alinsunod sa adhikain ng DA. Ang strategic plan ay tinawag na “Propelling PCC Towards a Dynamic Carabao Sectoral Development”. Isinusulong nito ang pagkakaroon ng “Value-creating Innovations to Improve Productivity, Profitability, and Sustainability (VIPS) of Carabao-based Enterprises (CBE).” “Bilang ahensiyang nasa larangan ng pananaliksik, gumagawa tayo ng mga makabagong innovations sa pamamagitan ng mga teknolohiyang makapagpapainam sa pagnenegosyo ng kalabaw o carapreneurship hindi lamang sa pampublikong sektor, kundi pati rin sa pampribadong sektor,” ani Alvin David ng DA-PCC Planning and Information Management Division, at chairperson ng pagdiriwang ng anibersaryo. Dagdag niya, ang mga teknolohiya halimbawa ng DA-PCC sa products development ay makatutulong sa pagbawas ng oras at gastusin sa paggawa ng produkto habang napananatili ang kalidad nito. Sa ganitong paraan, hindi lamang ang interes ng mga carapreneurs ang nabibigyang proteksyon, kundi maging ang sa mga mamimili. Nakapaloob sa plano ng DA-PCC ang Carabao Value Chain Improvement Services (CVIS) na layuning mapaunlad ang mga negosyong salig sa kalabaw sa pamamagitan ng pagpapainam ng organizational capability ng mga credit conduits, province-wide CBE models, client knowledge acquisition, at capability building. Isa pang inisyatiba ay ang “Carabao Herd Improvement Program Services” (CHIPS). Dito itinataguyod na mapaganda ang genetics ng kalabaw gamit ang epektibong pagkuha ng datos, pagsusuri, at feedback system. “Sa pamamagitan ng Research for Development and Innovation System (R4DIS) ay maisasagawa ang naturang programa at magkakaroon rin ng mga modelong solusyon na makatutulong upang higit pang maging produktibo ang mga carapreneurs, nag-aalaga ng kalabaw, at mga magsasaka,” pagbabahagi ni Dr. Del Barrio. Ang digitization ng extension at advisory services ay isinusulong rin ng ahensiya. Ang DA-PCC ay naitatag noong 1992 sa ilalim ng Republic Act No. 7307. Ito ay may mandato na tulungan ang mga lokal na magsasaka sa pamamagitan ng pagkonserba, pagpaparami, at pagsusulong ng kalabaw bilang mapagkukunan ng gatas at karne, at lakas-pantrabaho sa bukid. Taong 1993 nang magsimula ang DA-PCC sa isang maliit na opisina sa Quezon City at ilang centers sa regional network nito. Noong 1998, naitayo ang national headquarters at gene pool facilities nito sa Science City of Muñoz, Nueva Ecija. Sa kasalukuyan, ang DA-PCC ay may 12 regional centers na matatagpuan sa iba’t ibang bahagi ng Pilipinas. Ang mga ito ay nagkakaisa sa pagpapaunlad ng buhay ng pangunahing kliyente ng ahensiya partikular na ang mga maliliit na magsasaka. Kasabay nito ang tuluy-tuloy na pagpapatatag ng carabao industry value chain ng sa pamamagitan ng pagbibigay serbisyo at pag-asiste sa lahat ng kabahagi rito.
