Malawakang pagpapainom ng gatas sa mga bata Jul 2020 CaraBalitaan DA-PCCNHGP,gatas ,pagpapainom ,Milk Feeding Program,SBFP By Ma. Cecilia Irang DA-PCCNHGP — Kaisa ang DA-PCC sa pagsisikap ng Department of Education (DepEd) na maisakatuparan ang nationwide School-Based Feeding Program (SBFP) alinsunod sa Republic Act No. 11037 o “Masustansyang Pagkain para sa Batang Pilipino Act”, kung saan 446,628 mga batang kulang sa nutrisyon ang inaasahang mabebenepisyuhan. Malawakang pagpapainom ng gatas sa mga bata Noong Hunyo 2018, nilagdaan ni Pangulong Duterte ang RA 11037 na naglalayong tugunan ang problema sa malnutrisyon ng mga kabataan sa pamamagitan ng National Feeding Program. Isa sa mga bahagi ng programa ang Milk Feeding Program gamit ang sariwang gatas o produktong gatas bilang karagdagang sangkap sa hot meals. Ang DA-PCC ang magiging tagapag-ugnay sa pagitan ng DepEd at mga kooperatiba ng mga magkakalabaw na magsusuplay ng gatas. Ang mga kooperatibang inaasistehan ng DA-PCC na may mga lisensiyang magpatakbo ng negosyo mula sa Food and Drugs Administration ang natukoy nito bilang suppliers ng gatas para sa feeding program. Kabilang sa mga ito ay ang Ilocano AI Agri Coop, Northern Ilocos Sur Agri Coop, Bantog Samahang Nayon MPC, Rosario Dairy Farmers Coop, San Agustin Dairy Coop (SADACO), Integrated Farmers Coop, Eastern PMPC, Catalanacan MPC, NEFEDCCO, Pulong Buli MPC, Bataan Farmers Agri Coop, Tapulao MPC, Llano Farmers MPC, LGU Magdalena Processing Facility, Gen Trias Dairy Raisers MPC, The Rosario Livestock and Agriculture Farming Cooperative, Yamang Bukid Farm Palawan, Mindoro Dairy Coop, Gubat St. Anthony Cooperative/Albay Dairy Plant, Calinog Farmers Agriculture Coop (CAF-AGRI COOP), LAMAC MPC, San Julio Agrarian Reform Beneficiaries Coop, Bohol Dairy Coop, Baybay Dairy Cooperative, Siari Valley Agrarian Reform Beneficiaries MPC (SVARBEMCO), Baclay MPC, Muleta Side Buffalo Dairy Farmers Association MUSBUDA, at D & L Paclibar Dairy Farm. Naglaan ng kabuuang Php154,319,824 na pondo ang DepEd para sa pagbili ng gatas ng kalabaw na gagamitin sa nationwide feeding programs. Ito ay inaasahang mapakikinabangan ng mahigit 400,000 kabataang kulang sa nutrisyon na nasa Kindergarten hanggang Grade 6 at benepisyaryo rin ng SBFP para sa hot meals. Ang bawa’t bata ay makatatanggap ng 200 ml toned carabao’s milk sa loob ng hindi bababa sa 20 feeding days. “Itong programa na ito ay hindi lamang makatutulong sa mga batang kulang sa nutrisyon kundi pati na rin sa mga dairy value chain players dahil magbibigay ito ng mga oportunidad para magkaroon ng ganap na kabuhayan ang mga maggagatas at mapalago ang lokal na industriya ng paggagatasan,” ani DA-PCC Executive Director Dr. Arnel Del Barrio. Isang memorandum of agreement ang nilagdaan ng DepEd at DA-PCC para sa pagsasakatuparan ng Milk Feeding Program na nakaayon sa mandato at layunin ng RA No. 11037. Mayroon nang ilang operating MOAs (OMOA) sa pagitan ng DA-PCC at Schools Division Offices (SDO) ng DepEd ang nalagdaan para sa paglulunsad ng programa. Dahil sa lumalaganap na pandemya, ang bawa’t munisipalidad ay magtatalaga ng kani-kanilang drop-off points para sa paghahatid, pag-iinspeksyon, at pagtanggap ng gatas. Mula sa drop-off points, magbabahay-bahay ang DepEd para maihatid ang gatas ng kalabaw sa mga benepisyaryo. Ang Milk Feeding Program, na dapat ay nailunsad noong Marso nguni’t naantala dahil sa pandemya, ay inaasahang ganap na magsisimula sa Agosto. Maliban sa DA-PCC, nakipag-ugnayan din ang DepEd sa National Dairy Authority sa implementasyon ng Milk Feeding Program.
