Philosophy, Competence, at Character o “PCC” ang susi sa pagkakaroon ng makabuluhang kontribusyon sa larangan ng serbisyo publiko. Mahalaga rin na patuloy na sikaping paunlarin ang sariling kakayahan at kaalaman.” - Dr. Ronnie Domingo Sa pagsisimula ng programa ay inilahad ni Dr. Caro Salces, bagong talagang Deputy Executive Director for Administration and Finance, ang iba’t ibang dibisyon na bumubuo sa istraktura ng DA-PCC at ang core values na isinasapamuhay ng mga PCCeans. Buong galak namang ipinakilala ni Dr. Claro Mingala, dating DA-PCC OIC Executive Director na ngayo’y itinalaga nang OIC-Deputy Executive Director for Production and Research, si Dr. Domingo sa mga PCCeans dahil naging magkatrabaho na rin sila sa DA-BAI. Si Dr. Domingo ay isang dating propesor sa Central Luzon State University at University of the Philippines-Los Baños. Maliban sa kaniyang propesyonal na karera, siya rin ay isang pastor at mahusay na motivational speaker.
