‘Kala-niyugan’, bagong-tagpong gawain ng mga magsasaka sa Biliran Jun 2021 CaraBalitaan By Ma. Cecilia Irang & Emy Goritte Gorra DA-PCC sa VSU — Bagong gawain ang sinuong ng mga benepisyaryo ng agrarian reform at magniniyog sa Brgy. Canila, Biliran, Biliran na tinatawag na Coconut-Carabao Development Project (CCDP), ang magkatuwang na proyekto ng DA-Philippine Carabao Center (DA-PCC) at DA-Philippine Coconut Authority (DA-PCA). Mga benepisyaryo ng CCDP Bilang hudyat ng pagsisimula sa nasabing proyekto, nagpamahagi ng 34 na gatasang kalabaw ang DA-PCC sa Canila Agrarian Reform Cooperative (CARCO). Ang CARCO ay isang small coconut farmers organization (SCFO) na sinusuportahan ng DA-PCA, na binubuo ng mga magsasakang nagtatanim ng palay at niyog. Sa kasalukuyan, ang CARCO ay isang aktibong benepisyaryo ng Kasaganaan sa Niyugan ay Kaunlaran ng Bayan (KAANIB) Projects ng DA-PCA kung saan kalakip dito ang pamamahagi ng cacao seedlings at livestock dispersal. Bilang aktibong SCFO na kabilang sa KAANIB Enterprise Development Program (KEDP) ng DA-PCA, napili ang CARCO ng DA-PCA bilang conduit cooperative para sa CCDP sa Biliran. Noong una ay sinubok ang mga recipients sa pag-aalaga ng crossbred na kalabaw pero dahil sa introduksyon ng Cara-Aralan sa Niyugan, unti-unti ay natutunan nila kung paano pamamahalaan ang proyekto. Ang Cara-Aralan sa Niyugan ay isang blended learning modality sa wastong pamamahala at pag-aalaga ng gatasang kalabaw. Ayon kay Chrestian Bacalla, project development officer para sa CCDP-Biliran, kahit na may mga pagsubok na pinagdaanan sa proyekto noong umpisa ang mga magsasaka ay nagpapasalamat pa rin sila dahil sa oportunidad na mapabilang sa proyektong ito at nangangakong gagawin ang lahat upang magtagumpay sa kanilang nasumpungang gawain. Dinaluhan din ang entrustment activity nina DA-PCC’s Regional Center Operating sa Eastern Visayas sa pangunguna ni Director Francisco Gabunada, Jr, Senior Science Research Specialist Dr. Ivy Fe Lopez, Community Development Officer Renato Briones, at Farm Superintendent Andres Amihan, Jr.
