Ugnayang DA-PCC, DSWD para sa milk feeding program Jun 2021 CaraBalitaan By Ma. Cecilia Irang DA-PCC NHQGP—Ipinatutupad na ang magkatuwang na programa ng Department of Social Welfare and Development (DSWD) at DA-Philippine Carabao Center (DA-PCC) sa 120-day milk feeding program sa walong lungsod sa buong bansa. Larawang kuha ng Yamang Bukid Ang nasabing programa ay isinasagawa sa mga siyudad ng Olongapo, Angeles, Lucena, Puerto Princesa, Iloilo, Tacloban, Zamboanga, at Bacolod, kung saan nasa kabuuang 10,619 na mga bata ang makikinabang. Alinsunod sa Republic Act No. 11037 o “Masustansyang Pagkain para sa Batang Pilipino”, ang DSWD sa pakikipag-ugnayan sa mga lokal na pamahalaan at ahensiya ay may mandatong magsagawa ng supplementary feeding program (SFP) para matugunan ang problema sa malnutrisyon ng mga batang nasa edad 2-5 taong gulang na kasalukuyang naka-enroll sa mga day care centers o Supervised Neighborhood Play (SNP) groups gamit ang sariwang gatas o produktong gatas bilang karagdagang sangkap sa hot meals. Ilang mga memoranda of agreement sa pagitan ng DSWD Field Offices at DA-PCC Regional Centers ang nilagdaan sa pagpapatupad ng programa na may kabuuang pondo na Php24,211,320 na inilaan ng DSWD. Nakipag-ugnayan ang DSWD sa DA-PCC upang matulungan silang mailapit sa mga lokal na maggagatas at kooperatiba na magsusuplay ng gatas para sa feeding program. Kabilang sa mga natukoy ng DA-PCC bilang suppliers ay ang Catmon Multi-Purpose Cooperative (MPC), Rosario Livestock and Agriculture Farming Cooperative, Yamang Bukid, Calinog Farmers’ Agriculture Cooperative, Baclay MPC, Baybay Dairy Cooperative, at San Julio Agrarian Reform Beneficiaries Cooperative. Dahil sa patuloy na banta sa kalusugan ng COVID-19, dinadala ng mga kooperatiba ang gatas sa nakatalagang drop-off points na iinspeksyunin naman pagkatapos ng LGU at DSWD Regional Office milk feeding focal persons. Sa ilalim ng programa, ang bawa’t bata ay makatatanggap ng 200 ml toned carabao’s milk sa loob ng 120 araw bilang isa sa mga paraan para masugpo ang malnutrisyon. Inaasahang doble ang hatid na benepisyo ng nasabing programa dahil hindi lamang nito matutulungan ang mga batang kulang sa nutrisyon kundi pati na rin ang mga lokal na maggagatas dahil sa oportunidad na magkaroon sila ng siguradong kabuhayan at mapagkakakitaan. Sa kabilang banda, katulong din ng DSWD ang mga kooperatibang inaasistehan ng DA-PCC sa Region 3 para sa pagsasagawa ng 10th Cycle SFP na may kabuuang 588,492 mga benepisyaryo. Sa ganitong pamamaraan ay makatatanggap naman ang bawa’t bata ng 200 ml ng gatas isang beses kada linggo sa loob ng tatlong buwan o kabuuang 12 araw bilang karagdagan o alternatibong pagkain sa ilalim ng SFP. “Para matiyak na food safety-compliant ang isusuplay nilang gatas ay nagbigay kami ng technical assistance para sa wastong paraan ng paggagatas at pagpoproseso. Maliban doon, target din namin na turuan silang gumawa ng Milkybun bilang karagdagan nilang mapagkakakitaan,” ani Mina Abella, DA-PCC’s milk feeding national coordinator at Product Development and Innovation Section head. “Kinokonsidera rin ng DSWD ang Milkybun bilang alternate food para sa SFP nito at sana maisama na nila ito sa 11th cycle SFP,” dagdag niya. Maliban sa DA-PCC, nakipag-ugnayan din ang DSWD sa National Dairy Authority, Cooperative Development Authority (CDA), LGUs, non-governmental organizations, at iba pang mga ahensya sa implementasyon ng Milk Feeding Program.
