San Marcelino, Dingras, Ilocos Norte ang tumanggap ng mga ga-tasang kalabaw nitong Nobyembre 22. Mga miyembro ng Enhanced Partnership Against Hunger and Poverty (EPAHP) sa Brgy. San Marcelino, Dingras, Ilocos Norte. Ang mga benepisyaryo ay mga kasapi ng Timpuyog de San Marcelino Farmer’s Association. Bawa’t isa’y nabigyan ng tig-isang gatasang kalabaw. Ang EPAHP ay isang convergence project na naglalayong paunlarin ang pangkabuhayan ng mga mamamayan habang nilalabanan ang malnutrisyon, kahirapan at gutom sa bansa. Isa ang Ilocos Norte sa tatlong pilot areas kung saan itinatag ang nasabing proyekto. Binubuo ito ng DA-PCC sa MMSU, Department of Social Welfare and Development (DSWD) Ilocos Norte Provincial Office, Department of Trade and Industry (DTI) at ng Commission on Population and Development (POPCOM). Layunin ng samahang ito na magtatag ng pangkabuhayang salig sa kalabaw upang makapagbigay ng dagdag na kita sa mga magsasaka. Layunin din nito na maparami ang lokal na produksyon ng sariwang gatas na maaaring gamitin sa mga inilulunsad na milk feeding programs ng iba't ibang ahensiya ng gobyerno. Pinangunahan ni DA-PCC sa MMSU Center Director Grace Marjorie Recta ang pagkakaloob ng mga gatasang kalabaw. Pinaalalahanan niya ang mga benepisyaryo na alagaang mabuti ang mga kalabaw dahil marami itong naidudulot na biyaya sa pamilya at nagbibigay ng arawang kita. Kinumbinsi niya ang mga ito na gatasan ang mga kalabaw pagdating ng tamang panahon para magamit ang produksiyon sa mga milk feeding programs. Sinabi rin niya na ang DA-PCC ay laging nakaantabay para tulungan ang mga benepisyaryo sa anumang tulong teknikal na kakailanganin nila. Samantala, nagkaloob naman ang DSWD ng kabuuang PHP 375,000.00 sa asosasyon para sa pagpapatayo ng mga bahay ng kalabaw at pagpapaunlad ng mga pakain para sa mga kalabaw. Ang mga benepisyaryo ay patuloy na sinasanay ng DA-PCC sa MMSU sa pamamagitan ng Farmers Livestock School on Dairy Buffalo Production (FLS-DBP) upang ibahagi ang mga kaalaman tungo sa pagpapaunlad ng pagkakalabawan. Pinangako naman ni Federico Ganitano, isa sa mga benepisyaryo na pagbubutihin nila ang pag-aalaga ng mga kalabaw at i-aapply ang mga natutunan sa FLS-DBP sa kanilang pagkakalabawan.
