DA-PCC, nagdiwang ng ika-tatlong dekadang anibersaryo May 2023 CaraBalitaan carabalitaan By Ronaline Canute DA-PCC NHGP-Ipinagdiwang ng DA-Philippine Carabao Center ang ika-tatlong dekadang anibersaryo nito bilang pangunahing ahensya na responsable sa pag-iingat, pagpapalaganap, at pagtataguyod ng kalabaw bilang pinagkukunan ng gatas, karne, draft power at hide upang mapakinabangan ng mga magsasaka. DA-PCC, nagdiwang ng ika-tatlong dekadang anibersaryo Pinuri ni Senador Cynthia A. Villar, chairperson ng Office of the Senate Committee on Agriculture, Food, and Agrarian Reform ang serbisyo ng ahensya sa pagpapabuti ng productivity ng gatas at karne ng kalabaw para sa nutritional support at pagpapataas ng kita ng mga dairy farmers. Sinabi ng senador na patuloy niyang susuportahan ang PCC para sa pagpapalaganap at pamamahagi ng gatasang kalabaw sa lahat ng mga regional centers ng ahensya. Iginiit ni Senador Villar sa RA 11037 o mas kilala sa tawag na ‘Masustansyang Pagkain para sa Batang Pilipino Act,’ ang demand at market para sa local liquid milk, sa pamamagitan ng milk feeding program ng Department of Education. Bukod dito, pinondohan ng kanyang tanggapan ang Carabao-based Business Improvement Network (CBIN) project sa ilalim ng banner program na Accelerating Livelihood and Assets Buildup o ALAB Karbawan. “Ang seguridad sa gatas ay hamon pa rin para sa PCC ngayon at sa hinaharap,” pagtatapos ni Villar. Samantala, ipinaabot ni Senior Undersecretary for Agriculture, Domingo Panganiban ang kanyang pasasalamat sa ahensya para sa mahusay nitong trabaho lalo na sa kasagsagan ng COVID-19 pandemic. Ang DA-PCC ay itinatag sa bisa ng Republic Act No. 7307 noong 1992. Nagsimula ang operasyon nito noong 1993 na may maliit na tanggapan sa Quezon City, na sinusuportahan ng maliit na regional centers. Nang maglaon, noong 1998, naitatag ang national headquarters at gene pool sa Science City of Muñoz, Nueva Ecija. Sa kasalukuyan, ang DA-PCC ay mayroong 12 centers sa buong bansa na nagtutulungan upang makamit ang marangal nitong misyon. Ang mga milestone ng ahensya mula 1998 hanggang 2022 ay kinabibilangan ng, institutionalization ng carabao upgrading at enterprise development, pagsunod sa mga internasyonal na pamantayan ng kalidad, pagkilala bilang isang nangungunang livestock institution, rasyonalisasyon at estratehikong pagbabago sa pagpapatupad ng programa, at shared value creation sa industriya ng pagkakalabaw at digitalization ng mga serbisyo. Sa loob ng isang linggong pagdiriwang, ipinakilala ng ahensya ang mga bagong milestone nito na kinabibilangan ng mga sumusunod: paglulunsad ng Kardeli All Day Breakfast Diner, isang kaswal na restaurant na nagtatampok ng karne ng kalabaw sa pamamagitan ng pag-aalok ng mga pre-packed choice cut, gourmet sausages, at mabilis na pagkain at meryenda; pagkilala sa mga regional centers (DA-PCC sa Visayas State University at DA-PCC sa West Visayas State University) na nakakamit ng sertipikado sa ilalim ng ISO 9001; inagurasyon ng DABiotech DNA Sequencing Facility; at paglulunsad ng Milestones Coffee Table Book at AVP at bagong Corporate AVP. Bukod dito, anim sa pillars at pioneers (Dr. Arnel Del Barrio, Dr. Annabelle Sarabia, Dr. Daniel Aquino, Dr. Zosimo Battad, Gloria Dela Cruz, at Grace Marjorie Recta) ng Carabao Development Program ang nagbahagi ng kani-kanilang karanasan at inspirasyon sa mga PCCeans at sa bagong mga lider ng ahensya sa pamamagitan ng isang speaking platform na tinawag na Knowledge-Talks o K-Talks. Pinarangalan ang tatlong natatanging empleyado na mahusay sa pagganap ng kanilang mga tungkulin. Sila ay sina Dr. Abraham Tandang, Science Research Specialist at Experimental Farm Manager ng DA-PCC sa UPLB bilang Outstanding Supervisor; Rebecca Ruby Gabriel, CBED Regional Coordinator ng DA-PCC sa CLSU bilang Outstanding Development Officer; at Arnold Morales, DAPCC sa dairy module ng CSU na in-charge bilang Outstanding Support Staff. Gayundin, kinilala ang Knowledge Management Division (KMD) bilang 2022’s top performing unit at DA-PCC sa Central Luzon State University (DA-PCC sa CLSU) bilang top performing regional center.
