The DA-Philippine Carabao Center at Mariano Marcos State University (PCC at MMSU), in partnership with the Provincial Government of Ilocos Norte (PGIN), officially started the province-wide Milk Feeding Program on July 14, 2025. The program aims to provide fresh carabao’s milk to 350 schoolchildren across the different municipalities in Ilocos Norte. The feeding program will run for 120 days, in line with the national government’s effort to address child malnutrition and promote local dairy production. Representing DA-PCC at MMSU during the activity was Melinda G. Galacgac, the Milk Feeding Coordinator, while PGIN was represented by Elma S. Irapta, Nutritionist-Dietician III from the Provincial Nutrition Action Office. The milk used for the feeding program is sourced locally from dairy farmers supported by the DA-PCC at MMSU. The initiative not only aims to improve the nutritional status of undernourished children but also supports the livelihoods of carabao raisers and local dairy cooperatives. The Milk Feeding Program is part of the implementation of Republic Act No. 11037 or the “Masustansyang Pagkain para sa Batang Pilipino Act,” which mandates the provision of fresh milk and nutritious food products to children in public schools and communities. DA-PCC at MMSU, headed by OIC-Center Director Joel F. Cabading, and the Provincial Government of Ilocos Norte, under the leadership of Governor Cecilia Araneta-Marcos, both signified their commitment to improve child nutrition and support sustainable agriculture in the province.
