DA-PCC welcomes KOICA PMT to strengthen cooperation on dairy herd improvement

 

The DA-Philippine Carabao Center (PCC) welcomed a delegation from the Korea International Cooperation Agency (KOICA)-Philippines, led by Country Director Jung Youngsun, on July 18, 2025. This marked the first official visit of both Director Jung and Assistant Country Director Lee Hwieun to DA-PCC.

Accompanying the Country Director were Park Juyeon, Jo Hayeong, and Eugene Baclig, all Program Managers of KOICA Philippines and Leny Amparo, Assistant Program Manager.

As part of the visit, the DA-PCC briefed the KOICA officials on the significant impacts of the KOICA-supported project "Enhancing Livestock Performance in the Philippines (2010–2012)." This collaboration has tripled the agency’s capacity to produce semen straws, increasing its national output from 100,000 to 300,000 for village-level artificial insemination.

One of the highlighted accomplishments presented was the establishment of the National Livestock Cryobank Facility, a state-of-the-art genetic repository and a landmark outcome of the partnership. The KOICA team was given a guided tour of the cryobank, showcasing its technologies and contributions in livestock conservation.

The group also visited the National Water Buffalo Gene Pool, where they experienced an up-close encounter with the country’s native and crossbred carabaos. Dr. Atabay provided the visitors with deeper insights into the progress of genetic improvement initiatives and the role of carabaos in rural livelihoods and food security.

The visit underscored the long-standing cooperation between the DA-PCC and KOICA, reaffirming both parties’ shared commitment to advancing agricultural and livestock development in the Philippines. It also marked the start of a new project: Enhancing Carabao Farm Productivity through the Establishment of the National Dairy Herd Improvement (NDHI) System. The DA-PCC expressed its appreciation for KOICA’s continuous support, which has played a vital role in strengthening institutional capacities and delivering impactful outcomes for Filipino farming communities.

The DA-PCC officials, led by Executive Director III Dr. Liza G. Battad, welcomed the delegation. She was joined by OIC Deputy Executive Director Dr. Edwin C. Atabay, Scientist II Dr. Ester B. Flores, and staff from the Planning and Information Management Division and Animal Breeding and Genomics Section.
