Theresa Sawit Siguradong pagkakakitaan ng mga magsasakang maggagatas ang hatid na biyaya ng pagkaka-apruba bilang batas ng RA 11037 na may pamagat na “Masustansiyang Pagkain Para sa Batang Pilipino Act”. Gatas ng Kalabaw Inaasahang lalakas ang pangangailangan sa sariwang gatas na mula sa kalabaw, baka at kambing dahil sa inisyatiba sa ilalim ng national feeding program. Layunin ng RA 11037 na maging institutionalized o palagian ang nasabing programa sa daycare, kindergarten at elementarya ng mga pampublikong paaralan upang matugunan ang problema sa kakulangan sa pagkain at sa nutrisyon. “Ito ay isang magandang adhikain dahil hindi lamang malalabanan ang malnutrisyon kundi makapagbibigay pa ng tiyakang kita sa mga magsasakang maggagatas na siyang pagkukunan ng suplay ng ipaiinom na gatas sa mga bata,” ani Mina Abella ng PCC Carabao Enterprise Development Section. Bilang isang ahensiya ng Department of Agriculture, ang PCC ay nagsusulong ng paggagatasan sa kanayunan sa pamamagitan ng pag-aalaga ng mga gatasang kalabaw. Sa pamamagitan nito ay matutugunan ang pangangailangang pang-nutrisyon ng mga maliliit na magsasaka at ng kanilang pamilya. Layunin din ng ahensiya na maibsan ang paggamit o pag-inom ng mga inangkat na gatas mula sa ibang bansa. Sa katunayan, simula noong 2016 ay nakapagsagawa na ng 10 milk supplementation program ang PCC. Mahigit sa 13,000 mga bata ang naging benepisyaryo na ng programang ito. Tig-200ml na gatas ng kalabaw na mula sa mga magsasakang maggagatas na inaasistehan ng PCC ang ipinainom sa mga bata araw-araw sa loob ng itinakdang panahon ng programa. Ang mga ahensiyang nangunguna sa pagsulong ng batas ay ang PCC, Department of Social Welfare and Development, Department of Education, Department of Health, Department of Science and Technology-Food and Nutrition Research Institute at National Dairy Authority. Noong nakaraang taon ay nilagdaan ni Pangulong Rodrigo Roa Duterte ang panukalang-batas na naging RA 11037. Sa pagkakapasa ng batas, nagkaroon na ng ilang pagpupulong ang mga tagapagtaguyod upang balangkasin ang mga hakbangin tungo sa maayos na pagpapatupad ng mga programang nakapailalim sa batas na ito.
