RA 12308: A Challenge and a Chance for DA-PCC to Make Research Matter

When I first read Republic Act 12308 (Animal Industry Development and Competitiveness Act of 2025), one thought immediately stood out. This law challenges us to prove that research can genuinely change lives. It does more than reorganize institutions. It raises expectations. For us at DA-PCC, it signals a shift from a largely carabao-focused mandate to a broader role in livestock development. That shift is exciting, but it also demands honest reflection.

Low-cost mastitis test helps protect milk quality, farmer income

One of the challenges faced by dairy farmers is tackling common diseases like mastitis. Subclinical mastitis (SCM) is an infection that causes inflammation of the buffalo’s mammary gland (udder). This is often caused by pathogenic bacteria, typically Staphylococcus aureus, Streptococcus spp. Escherichia coli that alter the color and texture of milk, significantly reducing its quality.

Turning feed into sustainable solution for climate action

Climate change remains one of the most pressing global challenges of our time, and the Philippines is among the countries most vulnerable to its adverse impacts. Rising temperatures, increasingly intense typhoons, sea-level rise, shifting rainfall patterns, and mounting threats to food security are already affecting communities nationwide, particularly those dependent on agriculture and livestock production.

CARABAO CODED: DA-PCC research constructs buffalo genomic 'blueprint'; identifies Calayan, Tawi-Tawi carabaos 'genetically' distinct

Two years ago, the DA-Philippine Carabao Center made a name for itself worldwide as the lead organization in assembling the genomic blueprint for swamp buffalo. This achievement, recognized by the National Center for Biotechnology Information (NCBI), created opportunities to build on this foundational data through further research, which will help the economy and support small and commercial farmers in their work.

THE HUMAN BEHIND THE HERD: DA-PCC maps the future of PH buffalo dairying

The carabao, once known solely as the Philippines’ “beast of burden,” steadily redefines its role in rural life. No longer just a source of draft power, it has become the center of emerging dairy enterprises that promise improved livelihoods and food security. However, to sustain carabao development, one must look beyond the animal and understand the person at the other end of the rope—the farmers who are the force that drive the agriculture economy.

FROM WASTE TO WORTH: How rice husk biochar is revolutionizing methane mitigation in livestock farming

In the verdant landscapes of the Philippines, the water buffalo, or carabao, is more than just a farm animal; it is a symbol of hard work and a cornerstone of rural livelihoods. However, behind the pastoral scenes of grazing livestock lies a mounting environmental challenge. As the global community grapples with the accelerating pace of climate change, the agricultural sector—specifically livestock waste management—has come under intense scrutiny.
